With production funding, the company either pays for it themselves or finds other sources of money to cover the rest. This is usually done at least a year before the film goes into production!

The difference between the two types of filming is what level of control the filmmakers have over the project. For example, if a filmmaker has access to all of the funds they would be able to make sure everything was properly paid for, or maybe even hire more people if needed.

If the filmmaker does not have full control then they may need to find additional sources of income while shooting the movie. This can sometimes be very difficult as we know from past experiences with big blockbuster films.
